Abstract:
Based on the annual reports of the Nizhnyaya Salda urban district administration, other documents from the website of the Nizhnyaya Salda urban district administration, analytical reports – Consolidated reports of the Sverdlovsk region on the results of monitoring the local authorities efficiency of urban districts and municipal areas, the article draws a conclusion on the results of management activities in the municipality in the 2012–2019 period. The issues of efficiency of tools to regulate the socio-economic potential development of the Nizhnyaya Salda urban district are considered. It is revealed, that the share of municipal programs with a high degree of efficiency has considerably increased in the urban district, with the share of municipal programs with an average degree of efficiency reduced; the indicator of population satisfaction with housing and communal services, the level of organization of heat, water, electricity and gas supply has obviously increased. Positive changes are largely associated with the ability of the head of the urban Nizhnyaya Salda district E.V. Matveeva, to rely on maximum support of the residents; creation of civil society institutions in the municipality; development and implementation of the urban district development programs. Due to the continuous interaction of the urban district administration with the Government and the Governor of the Sverdlovsk region, it became possible to reach common understanding on a number of measures to improve quality of life in the municipality: to solve the financial problem of the ski base and urban pool building; to get unprecedented funding for the modernization of housing, communal services and roads, to retrofit the central city hospital. The experience of this urban district administration in developing modern system of preschool and school education is identified.
