On the assessment of the socio-economic development strategy content of a municipality (exemplified by the Krasnoturinsk municipal district of the Sverdlovsk region)

Abstract: The relevance of the research is justified by a combination of interrelated circumstances. First, emergence of the new trends and patterns of regional and municipal development. Second, by incorporating the accumulated experience of strategic planning into management practice. Third, insufficient use in practice of regional and municipal strategies as tools of ensuring the balanced sustainable development. Fourth, complication of the strategic planning object, emergence of the new ones (a macro-region, part of the territory of the constituent entity of the Russian Federation, etc.). The scientific problem of the article is to assess the content of the socio-economic development strategy of the municipal district of Krasnoturinsk, the Sverdlovsk region, and to develop recommendations for its improvement, applicable to other municipalities and other strategic planning objects of a higher level (agglomerations, constituent entities of the Russian Federation, federal districts and the country as a whole). The Russian scientists’ approaches to strategies, as well as the specific features of their formation (development and updating) are revealed through a combination of methods: dialectical, cause-effect, expert, etc. The key feature of the research methodology is an incremental approach. The elaboration of the socio-economic development strategy and its implementation is perceived as a gradual, staged, meaningful process. In the course of the research, we used the scientific findings by the Russian scientists, practitioners of public authorities of the constituent entities of the Russian Federation and local authorities, as well as the copyright research results. Consequently, various interpretations of the “strategy” term, methods for assessing the content of the socio-economic development strategies of the regions of various hierarchical levels were studied and summarized, the quality of the socio-economic development strategy of the Krasnoturinsk urban district, Sverdlovsk region, was assessed, recommendations for its improvement, applicable to other strategic planning objects were developed. Strategic planning and strategic management have become tools for the organization of work of authorities with other stakeholder groups, a guarantee of the possible successful achievement of the set development goals in the regions of various hierarchical levels, including municipal entities. The socio-economic development results depend on the optimal strategy formation. Obviously, the socio-economic development strategy of the Krasnoturinsk municipal district up to 2030 should be considered a positive example in municipal strategic planning. The research results can be useful to students of higher educational institutions, postgraduates, research scientists, specialists involved in development (updating) and implementation of the socio-economic development strategies, public and municipal employees and other interested parties.
