Abstract: Purpose. Following the study of the talented youth management practice in the Russian state and municipal service, to determine its nature, evaluate the possibility of analyzing all the risks of applying the exclusive talent management model used abroad in the public service to offer a package of measures to ensure the effective functioning of the exclusive talent management model. Methods. System analysis and general scientific methods were used. Results and practical significance. Using the results of the study, conclusions were drawn about the nature of the Russian personnel management model in terms of working with talented officials, as an inclusive, reasonably proposed set of measures to form an exclusive talent management model in addition to it. Scientific novelty. The author assessed the risk of using an exclusive model for managing young talents, proposed a set of measures aimed at ensuring the effective functioning of talent management. The article will be useful for managers and specialists of state and municipal authorities, theorists and practitioners of civil state and municipal services. JEL classification: Н10, Н59, М38.
