Abstract: Purpose: critical analysis and understanding of the technological aspect of public electronic services. Methods/methodology: interpretative approach; interdisciplinary approach; consistent convergence of denotative meanings behind each element of the linguistic structure "electronic public services", method of analysis and synthesis. Scientific novelty results in carrying out a critical analysis and revealing a new interpretation of the technological aspect of electronic public services. Results: it is shown that the need for conservation of public services in merchandising form has made a popular electronic form of implementation, providing, of course, great opportunities for processing, transmission and storage of information. The article continues the author's research on the possibility of conceptualization of public and municipal services provided in electronic form. Based on the results of the study, the distinction between transformational and transactional services is articulated, and a differentiated assessment of the impact of the electronic form of implementation on each of these types of services in terms of assessing their quality and the scale of organizational changes is made. The relevance of information technologies in the context of public services in electronic form is revealed, as well as the critical analysis of opinions on the compatibility of information technologies and the provision of public and municipal services. It is proved that the development of public and municipal electronic services should be considered in the system, and the phenomenon of their diversity is subject to critical analysis from different points of view. This article is one of the stages of the research, which will be continued in further author's works in the framework of a series of articles on the conceptualization of public electronic services.
