Abstract: Purpose. Characteristics of the stages of development of infrastructure support for SO NPO in the Russian Federation with a description of the organizational structure. Methods. Comparative analysis of the stages of development of infrastructure support for SO of NPOs in the Russian Federation by time horizon, goals, facilities, development institutions. The characteristic of development institutions is aimed at describing the organizational structure of the infrastructure support of SO NPO, based on the study of sites and analysis of documents (charters) of organizations, which allowed to identify features for comparative analysis: organizational and legal form, goals and activities. Results. Based on a retrospective assessment of the development of infrastructure support for SO NPOs in the Russian Federation, its stages are highlighted, supplemented by: a description of the current practices in the constituent entities of the Russian Federation on the formation of organizational models of infrastructure support for NPOs; comparative characteristics of the institutions for the development of infrastructure support, which made it possible to identify the organizational effects and risks of the formation of the infrastructure of the non-profit sector. Scientific novelty. The multisubject model of organization of infrastructure support for SO of NPOs in the Russian Federation, distinguished by inherent characteristics of duplication of functions and absence, unlike foreign practices, an independent body coordinating the activities of NGOs in the Russian Federation, reduces the potential for managing and making strategic decisions on the development of NGOs in government. It is proved that the formation of infrastructural support for SO of NPOs in the Russian Federation is characterized by fragmentation and the lack of a single logical concept and consistency of the organization in public administration both at the federal level and in the practices of individual subjects of the Russian Federation, for leveling which it is advisable to direct the state policy in the non-profit sector.
