Regionalization of state policy in higher education sphere in the context of academic leadership formation

Abstract: Under present-day conditions of the search for imperatives for the development of the state policy in the field of higher education, the problem of its regionalization has become especially relevant. This circumstance, as the author believes, requires identification and development of criteria for academic leadership. It will serve as an indicator of the two interrelated functions of human capital growth in the region and regional innovation environment development in the field of higher education. The scientific task of this research is a systematic analysis of regionalization of the state policy in the field of higher education as the goal of achieving academic leadership. The research methodology is based on spatial, socio-resource and subjective-activity approaches, which explore regionalization of public policy in the field of higher education and academic leadership from various angles. The study is based on the works of leading scholars and experts in the field of higher education development under modern socio-economic conditions. The main result of this scientific research is that it substantiates the idea of the interconnection of public policy in the field of higher education and the production of academic knowledge. The article shows that the change of the state policy in the field of higher education with its emphasis on academic leadership creates opportunities for using regional potential in higher education. Besides, it contributes to the formation of a strategy for higher education actors seeking academic leadership as an opportunity for creative internal motivation and highly qualified intellectual work. The author comes to the conclusion that an important vector of the state educational policy is the allocation of the regional specificity of higher education in the Russian society in the context of support and provision of new educational and professional strategies for young people. Besides, it is important to assess academic knowledge as the ability to achieve high professional qualifications, and to develop interregional cooperation, taking into account specific results in the production of academic knowledge in regional universities.
