Abstract: The tendency of borrowing methods and ways of corporative management is observed in practice of modern public finances management. The need to create and develop the modern system of state and municipal financial management appeared in financial science. The author of the article formulates and presents for the first time the complex of theoretical bases of state and municipal financial management: notion, principles, functions, purpose, tasks, subject, object, composition and instruments.
