Abstract: Taking into consideration the reform of local government there appeared municipal foundations of a new kind in Russia. They are urban districts with intracity division and intracity districts. The article considers problems and experience of forming budget of urban districts in Chelyabinsk, the only urban district in Russia, where a two-level model of organizing local government is realized.
