Abstract: Improving the efficiency of local self-government possible on ways to improve fiscal policy in the sphere of land relations. The land market has the following tasks: the distribution of land between different economic entities; the formation of the price of land; free access to information on prices, demand, supply and other data on land plots; improving the efficiency of all forms of business. As a result of a comprehensive analysis of all the properties of land offered the following set of criteria: area of land; distance from the center; provides the infrastructure; transport infrastructure. Statement of the problem of land assessment shows that it relates to the field of decision theory (B-tem analysis) and economic-mathematical modeling. With the use of the method of Professor Vladimir Safronov Built motorcade Pareto, t. e. land arranged in descending order of priority (the best site on the criteria in the first place, at least the worst on the second, and so on. d.), allowing the municipal administration to objectively evaluate such land and to organize a scientifically based plot turn. The numerical example.
