Abstract: The article substantiates the necessity of the development of institutions of additional education on the educational service market. Based on the analysis of cadre of municipal formations of the Saratov region, the author proves the necessity of the formation of the municipal employees ' professional competencies. It is proved that in the preparation and retraining of personnel for the municipalities of electronic Learning (e-Learning) allows you to combine traditional training that form the basic competencies, distance learning.
