Abstract: In the article the authors put forward and will consider the hypothesis that appearance-research Institute in modern Russia the determinants of the emergence of the rudiments of the so-called «digital elite» – the group of actors related to the ruling political elite and the elites business whose future they associate with cyfrowy-organization of the country. These actors differ from the socalled «technocrats pub personal discourse,» not as busy futurologies delights and out-implementing in practice initiated by the leaders of digital innovation and depending on the success or failure of initiatives will be determined by their political legitimacy.
