Abstract:
One of the imperatives of creating a competitive high-tech economy, providing a high level of development of individual and social reproduction with stable employment, traditionally acts small and medium-sized businesses. It is small and medium-sized businesses that currently act as a driver of innovative development, improving the sectoral structure of the economy, as well as ensuring a high level and quality of life of the population. According to official data in Russia in 2017 the number of SMEs, including individual entrepreneurs, increased by 2.7%. However, doing business is always fraught with a number of difficulties, and this is especially true of financing issues. Currently, the improvement, institutional modernization of the financial mechanism of SME development on the basis of the balance of interests of business, the population, the state.
