Abstract: The article is a review of International Public Participation Forum «Empowering Citizens, Reshaping Cities: Public Participation and Urban Development», which was held on April, 18-19, 2019 in Saint-Petersburg. The guests from Russua, Spain, Portugal, Brazil, Italy, Iceland, Moldova, Armenia, Kazakhstan, Turkey, South Korea and China shared their experience and reported the examples of how participatory democracy practices are implemented worldwide. Various online and offline approaches to citizen engagement are analysed.
