Abstract: The article reveals the pressing issues of the process of implementing digital technologies in public administration. The role of political elites in the formation of civil society institutions is analyzed. The regulatory legal acts govern-ing the processes of digitalization are considered. The positive experience of foreign countries in the field of digital management is studied. The problems of the formation and development of a digital society are identified, solutions are identified.
