Abstract: The article analyzes various approaches to determining the essence and content of the concepts of “efficiency” and “quality” in public administration and in the provision of state and municipal services. The key characteristics and criteria that form the basis of the approaches are determined. Both economic and social aspects are considered in determining the effectiveness and quality of the provision of state and municipal services from the position of service provider, which is the state represented by the authorities, and from the position of consumers (recipients) of services and their needs.
