Abstract: The article actualizes the need to consider the influence of institutional factors on the formation of the digital economy in the Russian Federation. The main emphasis is placed on the relationship of the changes that accompany the transformation of business processes and the role of the state, which makes it possible to level the negative conditions of global changes. The example of electronic banking illustrates the presence of positive and negative trends that contribute to the focus of state economic policy on the use of the model of "institutional design".
