GOELRO-2 PLAN – THE MAIN LINK IN THE SUCCESSFUL IMPLEMENTATION OF THE SECOND INDUSTRIALIZATION OF RUSSIA

Abstract: The transition of the country's economy to an innovative type of social reproduction involves the use of a qualitatively new scientific base, theory, system-integrated interdisciplinary methodology and appropriate practice. This task can be resolved in the form of the development of the GOELO-2 plan, as part of the Second industrialization of Russia (a broader program). Like the previous GOELRO plan implemented by the young Soviet Russia in the 1920s, the new GOELRO-2 plan represents "the main link that can be pulled successfully by the domestic economy and society out of the ever-increasing set of systemic and other problems". The GOELRO-2 plan covers the most advanced supertechnologies created on new physical and socio-economic principles that have an intersectoral nature, permeating all sectors and spheres of life of each person and society.it is the most important tool for attracting an unlimited amount of external energy to serve each person-society-production to increase labor productivity and increase the welfare of the entire population of the country, without violating the environment and without harming people and all living things in nature. The GOELRO-2 is based on a qualitatively new and universal socio-economic laws of development, namely: the maintenance of full power; the basic law socio-economic development of human society in nature, in any system, synergy – combining objects of animate and inanimate nature; development of socio-economic systems based on constant increase of the net power of the society, S. A. Podolynsky; "the Golden section" Fibonacci; reproducibility of natural resources; conservation of energyinformational potential; cyclical development in the evolution of socio-economic systems; saving time, etc. In its technological basis, the GOELRO-2 plan has the law of conservation of the kinetron pulse, which will allow creating devices and complexes on a fundamentally new scientific basis for converting unlimited, renewable, environmentally friendly energy of kinetrons (the smallest moving particles) into other forms of energy used by mankind. In the future, this will provide civilization with free clean energy, free and harmless CST communication, biomedical CST devices for remote diagnosis and effective treatment of almost any diseases, and other supertechnologies.
