Abstract:
Under the influence of globalization and scientific and technological development, a world market for highly qualified labor is being formed, in which Russia fully became a participant in only in the early 90s of the last century. The dynamics of the Russian segment of the world market of highly qualified specialists does not fulfill the needs of the economy in innovative development. Based on the analysis of the professional and qualification structure of labor migration, comparing the data of domestic and foreign statistics, the position of the Russian Federation, as a recipient and a donor country, in the world market of highly qualified specialists is determined, the features of the emigration and immigration flow are identified, key problems are defined, solutions are proposed.
