Abstract: Today, the main problem facing the regions is the following: determining ways to achieve such important economic indicators as increasing the profitability of the regional budget, real incomes of the population, investment attractiveness and competitiveness of the economy in difficult conditions of resource scarcity, a high degree of uncertainty in the development vectors and increasing the severity of external challenges. How to achieve a guaranteed reduction in sociopolitical risks and solve urgent social and personnel problems (employment, demography, migration, lack of qualified personnel, etc.). In these conditions, the role of small and medium-sized businesses can hardly be overestimated. At present, the leaders of the regions face serious challenges that require fundamentally new solutions, new mechanisms for effective support and use of the potential of small and medium-sized businesses. The role of small and medium-sized businesses in the processes of socio-economic development of the region becomes especially significant during crises, which are currently becoming protracted and form special conditions and requirements for state budget management.
