Abstract: The article deals with the prospects for the development of non-industrial sectors of the economy on the territory of the city district "city of Derbent", which are able to provide the maximum positive socio-economic effect for the city. The assessment of development prospects for potential investors was based on criteria that allow determining the current state of the selected industries, their development prospects, and the factors available in the city for their further development. And the assessment of the prospects for the development of industries directly for the city was carried out on the basis of the efficiency criterion for budgets, depending on the tax regime used by enterprises in the industries. The study identified: the development of the tourism industry in the city demonstrates acceptable performance indicators and positive dynamics, and also has strong capability, consisting of unique historical, cultural and natural recreational resources; most promising for filling the budget of the city is located on the territory of the city residents who use the simplified or patent system of taxation or pay tax on the imputed income system, specific to engineering industries, food and beverages and tourism.
