Abstract: The article presents a detailed analysis of the features and specifics of monitoring and evaluating the effectiveness of budget programs as components of the resource cycle of an autonomous institution. Particular attention is paid to the theoretical foundations of understanding assessment and monitoring procedures. In addition, the main tasks of monitoring and evaluating the effectiveness of budget programs of autonomous institutions are outlined. Using a refined theoretical basis, as well as taking into account the stages of budget planning, forecasting and control, measures for monitoring and evaluating budget programs implemented by autonomous institutions were clarified in the context of specific stages of the budget process.
