Abstract:
The article presents the results of a study of the procedures for the formation of public councils under the legislative authorities of the constituent entities of the Russian Federation. The existing practices in all subjects of the Siberian and Far Eastern federal districts are described in detail. We come to the conclusion that there are serious problems in the implementation of the procedures described above. Existing practices are full of opportunities to appoint affiliates and loyalists to public councils. And all this despite the presence of rather complex and multilevel competitive procedures in some regions. The current situation, when the majority of public control bodies are formed and appointed by the authorities, which they must control, is fundamentally wrong and illogical.
