Abstract: Over the past two decades, many countries in sub-Saharan Africa have implemented institutional reforms aimed at developing the social protection sector for older people. The present study reports findings from a survey of 50 Kenyan experts drawn from governmental, non-governmental and international organizations, the academic sector and the media. The study reveals that the institutionalization of the sector during the last decade is consensually described as generally successful. Experts point out both the achievements in sector development (increased budget funding, better governance and administration, IT adoption, the introduction of a universal pension) and several problems such as insufficient funding, poor information dissemination and lack of coordination among key actors.
