Abstract: The article examines the phenomenon of poverty and its structural and functional characteristics. It is emphasized that in the new reality there is a need for a more complete study of poverty as a socio-economic phenomenon. The structure, causes, factors and forms of manifestation of poverty are de-termined. The need for the implementation of state policy in the direction of reducing the level of poverty in the Russian Federation is affirmed.
