Abstract:
The article considers the democratic basis of local self-government in the system of built public administration, defines the problems of implementing the principles of democracy in the exercise of power at the local level and the peculiarities of the entry of local self-government into the public power system of modern Russia. Modern political processes related to the development of local self-government are connected on the one hand with the emergence of a single system of public power, and on the other, the development of direct and representative democracy at the local level in the exercise of power. The author notes that when institutionalizing public administration in modern Russia, it is necessary to take into account the balance between strengthening the vertical of state power and the development of democratic principles in the system of local self-government.
