State and Municipal Management Scholar Notes, 2022, vol. 4, 73-78

Abstract: The article is devoted to the study of the problems arising in the analysis of personnel policy in the organizations of the socio-budgetary sphere of Rostov region related to the shortage of qualified personnel. The reasons for the shortage of personnel in the public sector are revealed on the basis of the key sphere of the state – education. The assessments and conclusions contained in the article confirm the need to develop comprehensive measures of state support in order to develop an effective and efficient personnel policy for the Rostov region in the social and budgetary sphere.
