Abstract: The current situation in the world and domestic economy predetermines the need to turn to the theoretical heritage of cooperative thought, rethink the ideas of the past and adapt them to rapidly changing conditions. The author examines the theoretical concepts that justify the formation of a cooperative organization through the prism of the concepts of «failures» of the market and «failures» of the state. Modern approaches to the study of the nature of economic crises allow us to assert the need to integrate new economic tools and levers into theory and practice. The paper defines the patterns of emergence of public-private partnership (PPP) as a mechanism that synthesizes public interests, regulation of public authority and market mobility. The author substantiates the relevance of studying the PPP theory in the context of the ideas of economic theories and schools about the role and place of the state in modern economics. The article presents an actual reading of the theory of cooperation for the improvement of the Russian economic mechanism.
