Abstract: Since the value-target component of innovation becomes decisive in the study and solution of problems of legitimacy of power, consensus of power and society, consolidation of elites and society, national and general civil identity, the article substantiates that the institutional approach should be compensated by the development of research on value-motivational and behavioral spheres of transfer and reception of innovations. In the latter case, the emphasis should be placed on models of inter-elite interaction, the value-motivational component of the demand of elites and the population for innovation, as well as on research and purposeful formation of a political culture, a culture of active civic participation, which plays an essential role in the reception and implementation of political innovations.
