Abstract: The report of the Nineteenth National Congress of the Communist Party of China pointed out that it is necessary to strengthen the construction of the community governance system, innovate the concept of social governance centered on the people, promote the shift of the focus of social governance to the grassroots, realize the positive interaction between public governance, social adjustment, and residents’ autonomy, and create a social governance pattern of co-construction, co-governance and sharing. Communities are important part of building a harmonious society. The level of modernization of a country's governance system and governance capabilities is largely reflected in grassroots communities. Qingpu District, Shanghai aims to enhance the sense of belonging, satisfaction and happiness of community residents, build a happy society in the new era, and has made positive and constructive explorations to promote the modernization of the community governance system and governance capabilities.
