Abstract:
The authors make an attempt to prove the inextricable connection between such categories as “civil society” and “rule-of-law state”. The authors put forward a hypothesis that only a state, being the only source of rule-making and basing on numerous public institutions is capable to realize potential of creating in this country “a society of free and responsible citizens” which is put in the Constitution of Russia.
