Abstract: Fast moving modernization of the Russian education system caused a problem of retardation of professional competence of a teacher in regards to actual challenges of quickly changing social and educational situation and resulted in the necessity to discuss the background for constructing, a) theories and b) development of «the professional standard of a teacher». Practical people of basic pedagogical education, professional development, retraining and certification of education personnel sharply felt the necessity of thoroughly developed theory of professional competence. But, how development of «the professional standard of a teacher» is conducted induces us to remember methodologically important, but an ordinary phrase «as you call the ship, so it sails.».
