Abstract:
The article presents mechanisms of regulating state youth policy on the basis of the balanced scorecard. The methodology of D. Norton and R. Kaplan adapted to the sphere of youth policy reflects the parity of interests of youth, society, economy and state. The authors suggest their proprietary system of integral indicators the region’s youth policy balancing the interests of the parties, cascading of the integral indicators as translating regional indicators on the municipal level, matrix of priorities in planning and implementing youth policy. Recommendations on implementing the developed balanced scorecard into the practice of managing the development of the region’s youth are suggested. The key research insights reflect the scientific justification for applying the balanced scorecard in managing exercise of powers of public administration bodies in the sphere of state youth policy. Unveiling the logics of cause-effect interaction of the balanced scorecard makes it possible to get a synergetic effect and possibility to achieve the basic goals of the primary actors and stakeholders in the processes of planning and implementing youth policy.
