Abstract: Introduction. This paper is devoted to analysing some elements of the structure of artistic culture, such as artistic values, institutions of art, institutions and organizations of cultural and leisure activities, the public, in the aspect of cultural policy. In addition, an attempt to determine the directions of cultural policy for the Chelyabinsk region was made. The aim of the work is to identify and develop priorities in the field of artistic culture with regard, on the one hand, to the cultural policy of the whole country, and on the other hand to regional characteristics and artistic needs of the population, as well as assessing the quality of the implementation of state cultural policy in the region. Methods. In addition to analyzing the methodological base, analyzing documents and statistical sources, the study included a mass survey of the population, initiated by the Ministry of Culture of Chelyabinsk Region and the analysis of its results. The survey was aimed at identifying the artistic preferences of the population of the city and region and assessing the quality of the implementation of the state cultural policy. Scientific novelty of the study. As part of this study, the main characteristics of culture of the population of the region were listed, an actual cultural review of the artistic needs of the population was made, and options for the development of artistic culture in the Southern Urals were proposed. Results. The results of the study show the relative effectiveness of cultural policy in the field of maintaining the availability of cultural services for the population, but the problematic areas are the development of certain norms and the formation of the population’s need for such services. Conclusions. Cultural requests of the residents of Chelyabinsk region are in the process of active change. And a scientifically based and consistently implemented cultural policy in relation to artistic culture will make it possible to determine the main directions of work.
