Abstract: In the globalizing world, integration processes increasingly affect all spheres of human activity, including science and technology. As one of the factors for improving the quality of scientific research, countries implement various programs to support the international mobility of academic personnel and attract talented researchers from around the world to work on their territory. The paper considers the global practice of supporting academic personnel international mobility in the countries with many years’ experience in implementing government programs in this area, such as the United States, the European Union, and China. Particularly, we turn to the experience of Finland, Norway and India. The programs for supporting mobility of academic personnel implemented in these countries are, in our opinion, “growth models” suitable for replication in the Russian Federation.
