Abstract:
Introduction. Social entrepreneurship is one of the actively developing forms of business activity. The main goal of social enterprises is to increase the level of the population’s well-being and their quality of life as a result of solving social problems. The activity of socially oriented enterprises makes it possible to solve a number of social and economic problems that other sectors of the economy are not able to solve: neither the state nor the entrepreneurial ones. Specialization of social enterprises activities involves a large number of areas of economic activity and mainly concerns the areas of: health, culture, education, satisfaction of other social needs of the population. The aim of the article is to analyze the development of social entrepreneurship. This goal solves several important tasks based on analyzing approaches and methods of studying the social direction of business. Methods: The authors used the methods of comparison and systematization, making it possible to obtain information on the development of social entrepreneurship in the Russian Federation and in the world community. Analysis of regulatory and legislative documents identified necessary issues that require considering and formalizing. Scientific novelty of the research The analysis of forming the concept of social entrepreneurship from a historical perspective in a study allows determining the formats of developing the conceptual apparatus. Considering legislative and regulatory aspects allows analyzing disadvantages and advantages of the existing legislation in this direction. Results: One of the main results of the study is determining the main provisions of developing social entrepreneurship in the economic and legislative aspect. Conclusions. In modern conditions, social entrepreneurship, considered as a vector of socio-economic development of a territory, as an industrial, social activity does not have an unambiguous approach and conceptual apparatus. The current situation is a serious problem for developing social activities, the solution of which will allow developing this area in the future.
