Abstract: The conceptualization of the phenomenon of digital paradiplomacy as an instrument of international communication of sub-state actors is considered. Digital paradiplomacy of the city of Moscow is analyzed, which is a successful example of a subnational actor systematically mediatizing its dialogical communication with the public.
