Abstract: In the course of developing a system of professional and functional groups of civil service positions (grading system), the practice of forming an organizational structure and the real responsibility of positions of different levels in three pilot ministries and their subordinate institutions (Ryazan region) were studied. The development of a grading system was carried out, positions in pilot organizations were assessed according to the developed methodology.
