Abstract: This study analyzes how formal safety systems, the intensity of safety training, capital investment, and workforce disability composition shape workplace accident outcomes in Romanian state-owned enterprises (SOEs). Cross-sectional data from 547 SOEs were examined using descriptive statistics, Pearson’s chi-square tests, ANOVA, correlation analysis, and multivariate logistic regression. Key variables included accident frequency (total and serious), the presence of a safety system, the number of safety trainings per 100 employees, the capital expenditure ratio and the percentage of employees with disabilities. The results show that workforce composition can moderate the effectiveness of formal safety systems. Accident prevention strategies must integrate accessibility adaptations to ensure equitable protection for all employees. The findings support targeted policy interventions that align occupational safety measures with EU accessibility and inclusion standards.
