A Study on Implementation of Taiwan Train Quali Scorecard to HACCP Certified Box-Meal Supplier in Taiwan

Abstract: Since the government established an HACCP (Hazard Analysis and Critical Control Points) system for food manufacturers 15 years ago, the institution of food safety and sanitation has stepped onto a milestone. A total of 259 food suppliers have so far received their HACCP certification, most of which are box-meal suppliers. Some of the vendors or suppliers have put investment in HACCP certification so as to keep bulk orders from schools or institutions. However, the success of food safety and sanitation can only be achieved through a sound and effective educational training once HACCP was introduced. Taiwan TrainQuali Scorecard (TTQS) is the latest scorecard introduced by the government to examine occupational training quality, which has been employed to all sorts of examination of occupational training. Therefore this study first selects the box-meal suppliers with HACCP certification as samples, and then employs TTQS to evaluate the execution of educational training provided by such suppliers. Research results have shown that most manufacturers or suppliers regard training as an important stimulus to boost their workmen’s capability, and feel satisfied with the results of training. However, all the manufacturers or suppliers think the items are made too narrow and the scorecard has put too high a standard on small and medium-sized enterprise, while electronic documentation is the trickiest part to fully accomplish.
