The Climate Change Debate Today

Abstract: The text that follows formed the basis for a talk given in London to the Political Economy Club on 3 February 2010. A post-script takes account of developments in the ensuing month. The writer was formerly Head of the Economics and Statistics Department of the OECD. He is currently a Fellow of the Institute of Economic Affairs in London and Chairman of the Academic Advisory Council of the Global Warming Policy Foundation.
