A Regional Economic Model for the Assessment of Effects of Air Pollution Abatement

Abstract: This paper describes the development and demonstration of an operational regional economic model for the assessment of economy-wide effects of air pollution abatement strategies in ninety-one major metropolitan areas in the United States. The model is a cross-sectional Keynesian-type regional macro model that is connected to a national input-output model (1963) via a regional share (location quotient) matrix. The model was used to assess the economic effects of three strategies reflecting the control costs corresponding to the Clean Air Act of 1967, but differing in their incidence of costs among industries, consumers, and government.
