International Area Studies Review, 2002, vol. 5, issue 2, 121-141

Abstract: This study aimes to understand the process of historical changes of U.S. health care policy for the past 200 years, and is primarily concerned with presidential leadership to influence health care policy formulation after 1970s. With this aim in view, first of all, this paper examines the shift of governmental roles on health care policy formulation over time, and what are the major ways in which presidents have been involved in the formation of health care policy? Based upon this investigation, this paper shows that the relationship among federal, state, and local governments has undergone dramatic change, and presidential roles are essential in developing an understanding of both future prospects for health care policy changes and past decisions.
