Abstract: Outline This paper considers the increasing prevalence of coalition-building in urban politics, associated characterisations of local public-private relations, and the developing function of local economic strategy in such processes. It concludes with a discussion of local economic strategy-making by Norwich City Council, which emphasises the distinctiveness of local policy and the limits of coalition politics.
