FISCAL DEFICIT CONTAINMENT NOT AN EXCUSE FOR NEGLECT OF POOR

Abstract: The paper holds the view that while fiscal discipline is important this must be achieved through good management of resources. The magnitude of poverty does not justify slackness. The poor should not be asked to pay the price for the mistakes and inadequacies of politicians and bureaucrats. If there is inefficiency in economic management, this is not the fault of those who cannot afford a square meal a day. Those who are inept or inefficient must look for other scapegoats than people who are barely surviving.
