Abstract:
Owing to the over-simplified nature of a sectoral analysis of employment, a functional approach is advocated. It focuses on 12 'higher urban' functions and the employment relating to these, which is called 'strategic employment'. This is evaluated for the 51 French towns with more than 50 000 jobs. The possible opportunities following from this approach are discussed in the final section.
