Abstract: This paper reviews the studies on decentralization in India and outside with an objective of providing a conceptual understanding of the current and emerging trends in decentralization and people's participation in educational governance. The paper first provides a background on the problem of poor educational outcomes and how decentralization is helpful in addressing these problems. After providing the concept of decentralization, an attempt is made to discuss how decentralization in education is looked at in different countries by addressing the questions such as what is decentralized, why is it done and what results it brings. Finally, an attempt is made to learn lessons by comparing and discussing national and international experiences of decentralization and people’s participation in educational governance.
