Abstract: The article is devoted to studying institutional basis of organizing public governance for territory development by means of e-Governance system. In particular, there were presented the bases for creating such a system, its components, stages of implementation and were developed institutional governance mechanisms by means of basic “e-services”. Assuming that public authorities represent a certain “black box” which provides services according to the “one stop” principle, a citizen has a possibility to obtain them in accordance with his “life episode”. Thus, one governing system would be characterized by the principles of responsibility and accountability to the locals and by the involvement in meeting local territories needs.
