Abstract: The article is focused on the analysis of education reform as a whole and present condition of the system of Higher Education in Russia. It covers problems of organization of learning process in the universities and its quality assessment. The author considers the learning process from a position of authorities, educational institutions and ordinary consumers of educational services.
