Abstract: This article studies non-random distribution of unobservable skills and talents among the labor force of economies in transition. This article assumes that the population participating in the transition process was trained under conditions which gave them preferences and knowledge specific to the previous situation. This significantly influences market processes. In this study, the analysis of the heterogeneity of human capital is based on the panel estimates of the Mincer wage/age function which uses such variables as age, origin and ethnicity. Linear effects of cohort and age on wages are adjusted and the sample selection bias is estimated.
