Abstract:
This article reviews the first stage of Russian credit history the genesis of foreign state debt during the reign of Empress Catherine the Great (1769-1796). The author analyzes some of the causes which lead to the need for foreign loans. The article then turns to the issue of failures in Russia's attempts to re-pay credit. In conclusion, the author examines some of the debt-regulating institutes of the time.
